for the Ukrainian Go Championship (Final, Rank III)

1. Goals and Objectives

The Ukrainian Go Championship (Final, Rank III) (hereinafter referred to as the competition) is conducted to:

– further develop and popularize the sport in Ukraine;
– enhance training activities of sports organizations;
– improve athletes’ skill levels;
– select the strongest athletes for the national team of Ukraine to participate in international competitions;
– summarize the work of sports organizations;
– involve the public in physical culture and sports.

2. Dates and Venue

The competition will be held from December 15 to 24, 2023, at respective locations (online).

3. Organization and Management

The competition is managed by the Ministry of Youth and Sports of Ukraine (hereinafter – MinMolodSport) and the Go (Baduk, Weiqi) Federation of Ukraine (hereinafter – Federation).

The responsibility for preparation and direct conduct of the competition is assigned to the judging panel recommended by the Federation and approved by MinMolodSport. The chief referee and responsible person during the competition is Arkady Bohatsky (international referee, Kyiv, tel.: +38 050 359 54 43).

Due to the martial law in Ukraine following the ongoing large-scale armed aggression of the Russian Federation against Ukraine, the competition is conducted in compliance with the Laws of Ukraine “On National Security of Ukraine” and “On the Legal Regime of Martial Law,” and the order of MinMolodSport No. 1587 “On Certain Issues of Conducting National Sports Events Under Martial Law” dated May 28, 2022.

The organization and conduct of the competition are carried out in accordance with the Law of Ukraine “On Ensuring the Functioning of the Ukrainian Language as the State Language.” Responsibility for compliance lies with the chief referee and participants. The Federation is responsible for the preparation of the venue, adherence to current requirements regarding regime, safety, and anti-epidemic measures.

4. Participants

Eight athletes from Ukraine’s regions, Kyiv and Sevastopol, the Autonomous Republic of Crimea, physical culture and sports organizations (FST), youth sports schools (DUSSh), and sports clubs, who meet the qualification standards and individual coefficient (IC, rating), are allowed to participate.

Age categories: no age restrictions.
Qualification level: IC = 100 and above.

5. Nature of the Event

The competition is individual and conducted online in accordance with the Rules for Sports Competitions in Go (hereinafter – Rules).

6. Schedule

– December 15, 2023
10:00 – Opening of the competition
11:00 – Start of the first round

– December 16-23, 2023 – Continuation of rounds

– December 24, 2023
10:00 – Start of the final round
22:00 – Closing ceremony and awards

Competitions will only be held if at least three athletes participate in the discipline.

7. Safety and Venue Preparation

Venue preparation is conducted in accordance with the Cabinet of Ministers of Ukraine Resolution No. 2025 “On the Procedure for Preparing Sports Facilities and Other Specially Designated Places for Mass Sports and Cultural Events” dated December 18, 1998.

Responsibility for an athlete’s technical readiness and compliance with their sports rank lies with their team representative, personal coach, and organization head who signed the application and dispatched the athlete.

8. Determination of Winners and Awarding

Standings are determined in accordance with the Rules based on the highest points and coefficients. Matches are played online on the KGS server. A backup server, OGS, is available in case of technical issues.

The color for each match is determined using the “nigiri” procedure. All participants must register on these servers before the tournament begins. Usernames are submitted to the referees during registration.

Current pairing information is posted in the respective thread on the Ukrainian Go Federation forum. During online play, participants must ensure:
– Video recording of the screen and room
– Audio recording
– No use of gadgets, including headphones

Upon request, players must provide complete video and audio recordings. Match results are validated after players submit information to the judging panel. If no result is submitted by the next pairing round, both players are deemed to have lost.

9. Financing and Material Support

The competition is funded through non-budgetary resources raised by the Federation. Participant expenses are covered by the delegating organizations.

10. Application Submission Deadlines

Preliminary applications must be submitted at least three days before the competition through registration in a dedicated topic on the Ukrainian Go Federation forum.

Athletes who confirm their participation within the specified period are allowed to compete. The following documents must be submitted to the mandate commission:
– Individual applications signed by leadership and a sports dispensary doctor
– Passports (birth certificates)
– Classification books
– Insurance policies

The chief referee’s report, competition result protocols, and applications (individual and team) must be submitted to MinMolodSport within five calendar days after the event, either in hard copy to 42 Esplanadna Street, Kyiv, Ukraine, or electronically to correspond@mms.gov.ua.

Operational information with photographs regarding participant numbers, regions, and prize placements must be sent to MinMolodSport by 8:00 AM on December 25, 2023, to correspond@mms.gov.ua and petrovvzh1960@gmail.com.

This regulation serves as the official invitation to the competition.

Technical Regulations

The 2023 Ukrainian Go Championship Finals will be held from December 15 to December 24, 2023.

1. The tournament will determine the 2023 Ukrainian Go Champion and prize winners.

2. All players who qualified must confirm their participation by 4:00 PM on December 15 via the forum.

3. The tournament will follow a round-robin system among 8 participants with a partially flexible schedule of games.
– Pairings for all rounds will be published by 4:30 PM on December 15.
– Players may start their games by mutual agreement at any time during tournament days, as well as on catch-up days (December 18–23) and, exceptionally, in the evening of December 24.
– If no rescheduling request is made by the start of a round and the game has not been played in advance, it must be played as per the pairings.
– All games must finish by 8:00 PM on December 24, with the latest starting time being 4:00 PM on December 24.
– The rescheduling agreement process is as follows:
— If Player 1 is willing to play on time and Player 2 is not, Player 1 offers Player 2 three options (at least two different catch-up days with a minimum two-hour interval between options) during the period December 24–27 and December 30–January 3. If Player 2 rejects all options, they forfeit.
— If neither player agrees to play on time, the higher-rated player offers the other player five options (at least three different catch-up days with a minimum two-hour interval between options). If Player 2 rejects all options, they forfeit.
– The date and time of the game must be reported to the referee (recorded in the Google Sheet).
– The schedule for catch-up games will be published.
– Games may start immediately after the pairings for all rounds are published.
– After the game, the winner must record the result in the Google Sheet.

4. The tournament will be held online in the Ukrainian Room on the KGS server (backup: OGS).
Players must ensure video recording of their games.
Each player may propose one of three video recording options, but the stricter option will be used.

Video recording levels:
1. Real-time recording showing hands, face, screen, and an active microphone (default method).
2. Same as Level 1, but recorded instead of live-streamed.
3. No video recording, allowed only as an exception with prior referee notification.

Example: If both players agree on Level 3, it will be used. If one proposes Level 1 and the other Level 2, Level 1 will apply.

5. Games will be conducted online in the Ukrainian Room on the **KGS server** as follows:
– The player with the lower rating creates the game. If ratings are tied, it is alphabetical.
– Game type: Rated (R) or Free (F).
– Handicap: None (0).
– Komi: 6.5 points.
– Time control: 1 hour 30 minutes main time + byo-yomi 5 minutes for 25 moves.
– Colors are assigned by pairing.

6. Tournament standings are determined based on the following criteria:
– Number of wins.
– Berger coefficient.
– Head-to-head result.
– In the event of a tie for 1st place, additional matches with shorter time controls will be held starting at 6:00 PM on December 24.
– Player ratings.
– In other cases, tied places will be shared.
